NC House Passes Bill That Would Restrict Cell Phone Use at Public Schools

Yesterday, the North Carolina House of Representatives passed HB 87—Cell Phone-Free Education by a vote of 114-3. This bill would restrict the use of cell phones and other mobile devices during instructional time at public schools. Earlier this month, the State Senate passed a similar bill, SB 55—Student Use of Wireless Communication Devices, by a vote of 41-1.

This legislation has received widespread bipartisan support. Governor Josh Stein applauded this effort during his State of the State address earlier this month. Proponents of the legislation argue that students are increasingly distracted and addicted to their cell phones, and that the use of cell phones during school significantly hampers student attention and education. The bill would allow each school district to set the parameters for their schools, with special carve outs for situations where phones are used for educational or medical purposes.

Several legislators have expressed concern over students being able to access their phones during an emergency. However, experts share that students having access to their cell phone during an emergency situation can increase the risk of harm due to distracting them from paying attention to teachers, staff, or emergency responders.
