US House and President Trump Take Action to Protect Women

In the last few weeks, both the US House and President Trump have taken significant steps to protect women across the country through the proper application of Title IX. While there seems to be great positive traction in restoring common-sense protections for women, the US Senate still needs to pass legislation from their chamber to make these protections in federal law permanent.

US House Passes Protection of Women and Girls in Sports Act of 2025

The US House of Representatives voted last week to protect America’s female athletes. HR 28, aptly titled the “Protection of Women and Girls in Sports Act of 2025,” would amend and strengthen Title IX protections for female athletes at the federal level. Specifically, the amendment says that it would be a violation “for a recipient of Federal financial assistance who operates, sponsors, or facilitates an athletic program or activity to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls.” Moreover, the language of the amendment specifies how an athlete’s sex is determined, by stating, “sex shall be recognized based solely on a person’s reproductive biology and genetics at birth.”

President Trump Signs Executive Order “Restoring Biological Truth”

On the first day of his second term, President Trump signed an Executive Order entitled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” In this document, he repeals policies from the Biden-Harris administration that allowed men in women’s private spaces including: bathrooms, locker rooms, sports fields, and prisons. In addition, it declares that there are only two sexes, and that males and females are designated on the basis of biological sex. Even more, it repealed all Title IX rules promoting “transgenderism.” (You can learn more about President Trump’s day-one executive orders here.)

Why Does Title IX Matter?

Title IX, part of the Education Amendments of 1972, prohibits sex-based discrimination in education programs. The amendment has, for decades, given equal opportunities in sports to female athletes across the country. However, with the rise of gender dysphoria in boys and men, the amendment has been misused by the LGBTQ community to push their far-left agenda—forcing female athletes to share their rightful opportunities and private spaces with biological men.

Female athletes across the country have continually voiced their righteous anger and concerns- and questioned how Title IX, originally written to protect and propel their opportunities, is now being used as a weapon against them. Having biological males compete on women’s teams has resulted in a host of problems including physical injury, forfeiture of scholarships, and loss of women’s privacy.

We Applaud the Politicians Who Protect Biological Women

President Trump and the US House members who voted for HR28 appear to be supported by 72% of Americans, who want to keep boys and men off of female teams and out of female private spaces. The issue was a hot topic throughout the 2024 general election and has been recognized as part of the reason for Republican control of both chambers in the US Congress and Donald Trump’s re-election as our President. Two Democrats, Reps. Vincent Gonzalez, D-Texas, and Henry Cuellar, D-Texas joined the Republican majority to pass this amendment through the US House by a vote of 218-206.

We are excited and encouraged to see US House members back this common-sense legislation. In 2023 NC Family helped lobby for the passage of HB 574—Fairness in Women’s Sports Act, a measure taken by the NC General Assembly to protect girls and women from competing against boys and men in North Carolina schools.

What’s Next?

The US Senate has also started the process of considering their own bill protecting women’s sports through the legislative process. It is possible that SB 9, a bill that is very similar to the legislation that has already passed the US House, will be heard on the Senate floor in the near future. If it is heard and successfully passed by the Senate, the Congress will need to determine which of the bills will be pursued as the final version that they would send to President Trump for his signature to make the legislation the law of the land.
