NC House Passes Bill to Further Defund Planned Parenthood

On Wednesday, October 22nd, the North Carolina House of Representatives passed a bill that would prohibit Planned Parenthood from receiving reimbursement through Medicaid, cutting off the abortion giant from yet another source of taxpayer funding. This bill now returns to the State Senate for approval. In September, the State Senate passed a similar bill containing some other provisions, and one or both bills will have to be passed by the other chamber before being ratified and sent to Governor Josh Stein for approval or veto.

SB 378—Align Medicaid Eligibility With Federal Law passed the House on a party-line vote of 61-47. The bill directs the North Carolina Department of Health and Human Services to:

  • Disenroll Planned Parenthood Federation of America, Inc., and associated entities as Medicaid providers;
  • Discontinue any Medicaid contracts with Planned Parenthood Federation of America, Inc., and associated entities; and
  • Engage other Medicaid providers to provide Medicaid services previously provided by Planned Parenthood Federation of America, Inc., and associated entities.

“NC Family applauds the North Carolina House, and especially primary sponsor Rep. Dean Arp (R-Union), for joining the Senate and taking action on this incredibly important measure,” said NC Family president John L. Rustin. “North Carolinians have made it clear that they do not want their tax dollars subsidizing abortions, and this bill will help to ensure that does not happen in North Carolina. We urge the State House and State Senate to carry this bill over the finish line and see to its ultimate enactment.”

This action follows the U.S. Supreme Court’s June 2025 opinion in Medina v. Planned Parenthood South Atlantic, which affirmed the right of states to exclude Planned Parenthood as a “qualified provider” in state Medicaid programs. As NC Family reported in June, the Medina ruling upheld an executive order issued by South Carolina Governor Henry McMaster that directed the S.C. Department of Health and Human Services to terminate Medicaid enrollment for clinics that provide abortion services—including those operated by Planned Parenthood South Atlantic. As we stated at that time, “This ruling paves the way for other states to enforce similar rules preventing the use of state dollars paid through Medicaid from supporting abortion clinics.”

In 2024, Planned Parenthood received $792.2 million from government health services reimbursements and grants, including Medicaid. Even though most abortions aren’t covered by Medicaid, the funds that abortion clinics receive from Medicaid for other “services” ultimately help fund abortion. Planned Parenthood is also recognized as one of the nation’s leading providers of puberty-blockers and cross-sex hormones to individuals suffering from gender dysphoria and gender confusion.
