President Donald Trump announced Friday he is reinstating a Reagan-era rule designed to protect federal funds from being redirected to abortion services. Title X is designed to provide health care for those who cannot afford it, and federal law prohibits these funds from being used for abortion services. However, abortion providers frequently set up abortion clinics in the same offices as Title X clinics and refer people to those services.
“NC Family applauds the Trump Administration for taking yet another decisive action to protect the sanctity of life in our nation and to keep our taxpayer dollars from going to groups like Planned Parenthood who profit from the taking of human life,” said NC Family President John L. Rustin. “In fact, this measure will help to ensure that more funding will be provided for basic health care for women, such as screenings for breast cancer and diabetes, adult and family medicine, women’s health, and prenatal care and pediatric services.”
This action, called the “Protect Life Rule” by supporters, is designed to draw a clear line between health services and abortion services. It sends a strong message that the Trump Administration does not consider abortion to be family planning. Although the rule affects all abortion providers, it will keep $50-60 million in taxpayer dollars per year from being funneled to Planned Parenthood, the nation’s largest abortion provider.
Earlier this month, NC Family joined more than 85 pro-life groups encouraging the Trump administration to reinstate the rule. The pro-life coalition sent a letter to the U.S. Department of Health and Human Services (HHS), asking HHS Secretary Alex Azar to “act swiftly to disentangle abortion centers from the Title X network.”
This rule is not yet finalized. The Protect Life Rule now must go through the rule making process, which includes a public comment period, before going into effect.
