Budget Bill Passed and Sent to Governor

The saga of the 2009 session of the North Carolina General Assembly may soon be over now that SB 202—Appropriations Act of 2009 has been ratified and sent to Gov. Beverly Perdue for her signature. The $19 billion state spending measure includes $986 million in taxes as part of the requirement for the balanced budget required by the State Constitution. The final vote in the House was along party lines 65–52 with Democrats voting for the measure and Republicans voting against. The outcome in the Senate was similar with a final vote of 27 to 18.

Most observers expect Gov. Perdue to sign this bill, allowing the legislature to complete its session next week. Still to come are votes on several bills still winding their way through committees. In addition, a bill appointing legislative study committees, legislative appointments to study committees, boards and commissions, and the adjournment resolution are still to come.
